First General Assembly of the Albanian Chamber of Veterinary Surgeons
On the occasion of the World
Veterinary Day, on 27th of April 2007 veterinarians from all over the
country did successfully held the first General Assembly (National
Conference) of the Albanian Chamber of Veterinary Surgeons. The GA elected
the National Council of Veterinarians made up of 25 veterinarians
representing the private practitioners, state veterinary officers, Faculty
of Veterinary Medicine at the Tirana Agricultural University and the Food
Safety and Veterinary Institute.
The National Council is made up of 25 veterinarians, where 17 belong to the
private practitioners (large and small animal ones). All 12 districts
(regions) of Albania are represented in the Council. The Council elected one
President and three Vice/Presidents of the Chamber as follows:
Dr. Ilir KUSI President (Private Practitioner)
Dr. Andrea TRAJANI Vice/President (Private Practitioner)
Dr. Ymer ELEZI Vice/President (State Veterinary Officer)
Dr. Vesel BRAHIMLLARI Vice/President (Private Practitioner - Pharmacist)
The support from the Ministry of Agriculture, Food and Consumer Protection
and personal involvement of CVO Dr. Lefter KLIMI were provided assuring
necessary infrastructure to held such a conference.
Considering 17 years gap, without a similar organization after the Communism
crashed (1990) and the lack of similar organization even during the
Communism, our challenge to get our veterinarians properly organized looks
to be pretty tough. The first National Conference of the Chamber in such
circumstances is considered more than an event to be celebrated
We still hope in your future support and assistance as we already had it
from FVE, the Austrian Federal Chamber of Veterinary Surgeons, WVA and
WSAVA.
Our model and the way of developing the Chamber remains and will be that of
the Austrian one.
For further developments we will be in touch.
Thanking the World Veterinary Association (WVA) for the always growing
support, we remain,
With warm regards,
Dr. Ilir KUSI
President of the Albanian Chamber of Veterinary Surgeons

"We are probably the only profession that understands the
human-animal dynamic that exists to some extent in every community
throughout the world. Our daily work involves actions and decisions that
affect not only the animals we treat but also their human partners that live
and work alongside them. No other profession understands the social
implications, epidemiology of disease, biosecurity and public health issues
involved." (Tess Sprayson, BVA Overseas Group).

IACLAM joins the WVA
WVA President Dr Leon Russell has announced with great pleasure that the
15th Council of the World Veterinary Association, which met on 28 April 2007
in Taipei, Taiwan, admitted International Association of Colleges of
Laboratory Animal Medicine to Associate Membership of the World Veterinary
Association.
The International Association of Colleges of Laboratory Animal Medicine
(IACLAM) is a global body that currently brings together the American,
European, Japanese and Korean Colleges of Laboratory Animal Medicine. As
other Colleges are established, by mutual agreement, they are supported by
IACLAM in their development, and are able to become members of IACLAM.
IACLAM provides a common platform at the global level for communication by,
and representation of, the Colleges and their Diplomates. Diplomate status,
also described as board certification, is awarded only after completion of a
training program followed by certification of expertise, usually by
examination. IACLAM promotes the welfare and responsible use of laboratory
animals through this certification of veterinary specialists by its member
Colleges, through the coordination of educational resources and
opportunities, through the dissemination of information relevant to the
field, and through research partnerships. IACLAM is a member of the World
Veterinary Association.
IACLAM's international leadership role enables it to act as a global expert
in veterinary related areas regarding the health and welfare of animals used
in research. Specifically, veterinarians who are Diplomates of the member
Colleges of IACLAM are charged with the daily administration and oversight
of the care and welfare of animals used in research, testing, and education.
Their expertise in this area includes: clinical veterinary medicine,
quarantine and preventive medicine, diagnostics, animal transportation,
animal behaviour, epidemiology, pathology, and public health.
Diplomates of the member Colleges play a key role in training staff and
scientists who care for and use animals in research. They provide expert
advice in the choice and development of animal models and in review of
proposed research, testing, and teaching activities. They provide guidance
on appropriate husbandry of research animals and ensure humane euthanasia of
animals when necessary. Members represented by IACLAM are highly
knowledgeable about, and involved in discussions pertaining to key welfare
topics, such as the principles of the 3R's (replacement, reduction, and
refinement), and their relevance and interpretation relative to animal use
in research and education.
IACLAM's current interests include harmonizing international standards for
training and examining veterinary expertise in laboratory animal medicine,
and for sharing best practices for animal welfare and research quality, We
can deliver veterinary expertise, based upon evidence from recognized
veterinary experts, to relevant international discussions on the welfare for
animals used in research, testing, and teaching activities. IACLAM looks
forward to contributing to the mission of the WVA by serving as the subject
expert in all matters relating to the veterinary care of animals used in
research, testing and education, including reviewing and supporting WVA's
"Adopted Policy on the Use and Care of Animals Used in Testing, Research and

Seniors should have pets too: AVA

On the eve of World Veterinary Day, the Australian Veterinary Association
(AVA) is calling on body corporates, nursing homes and retirement villages
to consider the benefits of allowing seniors to own pets.
AVA President, Dr Kersti Seksel said that elderly and single person
households are the group that are least likely to own a pet in Australia.
"This is a shame because they are the people who really have the most to
gain from pet ownership. Surveys show that people who own pets are less
likely to report feeling lonely and alienated," Dr Seksel said. "Research in
Australia and overseas has shown many potential benefits to pet owners in
retired and empty-nester demographic groups.
"Dog ownership encourages exercise and a more active lifestyle, while cat
ownership encourages social interaction, but they require less maintenance
or exercise. Studies have found that people are 4-5 times more likely to
interact and talk to other people if they are walking a dog than if they are
walking alone. As well as being good for individuals, it is good for our
communities.
"There are volunteer groups now operating in some communities that provide
support to elderly pet owners to help them manage to care for their pets as
well as range of new pet care services that have recently emerged.
"Studies show pets provide one of the few interventions capable of
permanently lifting the atmosphere of hospices and nursing homes. One study
even suggested that pets can induce social responses from people with
advanced Alzheimer's disease.
"Despite all this evidence, many nursing homes still do not allow pets. The
fear of giving up their animal companion is a serious concern for many older
people that may discourage them from seeking better care for themselves. The
evidence shows that their pets provide a strong link to their community," Dr
Seksel said.

Veterinarian is a doctor of all living beings except human beings
On the eve of World Veterinary Day, Faculty staff and students of Faculty of Veterinary Science, University of Agriculture, Faisalabad, Pakistan discussed the Role of veterinarian in the Society. It was resolved that “Veterinarian is a doctor of all living beings except human beings”. In this perspective various roles veterinarian is playing or has to play in the society were tailored:
* Animal health issue/Treatment of sick animals: He/she is working for the welfare of the poultry, livestock, wildlife, marine, etc. He/she has to look after its health, production and reproduction.
* Production of good quality products: For the production of good quality products, a veterinarian is not only playing his/her role for animal health but also striving hard for the production of good quality animal products and byproducts for the welfare of humans.
* Work for public health safety: Not only animal health and production is important for veterinarian but public health is also of prime importance for veterinarian. He/she is trying utmost efforts for the public health wherever he/she is.
* Surveillance of transboundary animal diseases (TADs): All animal diseases have the potential to adversely affect human populations by reducing the quantity and quality of food, other livestock products (hides, skins, fibers) and animal power (traction, transport) that can be obtained from a given quantity of resources and by reducing people's assets. Of these, transboundary animal diseases tend to have the most serious consequences. TADs are epidemic diseases which are highly contagious or transmissible and have the potential for very rapid spread, irrespective of national borders, causing serious socio-economic and possibly public health consequences. Therefore, veterinarians in their own countries are trying to combat these diseases.
* Legislation: Various clauses of legislation about the welfare of animals, poultry, wildlife and experimental animals are the responsibilities of veterinarians. Cruelty with animals and birds is not humanly, therefore, veterinarians in Pakistan are trying at their own level as well as at government level so that legislation should be implemented for the safeguard of the animals.
* Animal welfare: As mentioned earlier “Veterinarian is a doctor of all living beings except human beings”, therefore, animal welfare is the primary responsibility of a “Vet” which is are playing effectively. Human population pressures, habitat loss, environmental degradation and illegal hunting in have resulted in the loss of biodiversity and near extinction of certain wildlife species. Appropriate management of biodiversity would lay the foundations for a more positive future for the rural people. Veterinary profession contributes positively to animal health management.
* Human resource development: In addition to disease management, health care, Veterinary Institutions are engaged in the development of manpower including Veterinary and para-veterinary training.
* Miscellaneous roles: Words like economist, conservator, and anthropologist seem very little but have very vast meanings which veterinarians in their own capacity in every country are playing.
